The Military and AAP District VIII Section on Neonatal-Perinatal Medicine
The Uniformed Services are a proud member of the AAP District VIII Section on Neonatal-Perinatal Medicine (SONPM). The current Uniformed Services West representatives to the District VIII SONPM Council are Gayle Haischer-Rollo, Jeanne Krick, and Elizabeth Okonek.
Military Neonatology in District VIII:
There are four major military Neonatal Intensive Care Units located within AAP District VIII: Brooke Army Medical Center, Madigan Army Medical Center, Naval Medical Center San Diego, and Tripler Army Medical Center. All four facilities provide world class neonatal care to the youngest of eligible military beneficiaries.
Brooke Army Medical Center (BAMC):
BAMC is the United States Army’s premier medical institution. Located on Fort Sam Houston, BAMC is the Army’s largest and busiest medical center. The center is composed of ten separate organizations centered on the Army’s largest in-patient hospital, the San Antonio Military Medical Center (SAMMC). The hospital today is a 425-bed Joint Commission-accredited facility, expandable to 653 beds in the event of disaster. Services include general medical and surgical care, adult and pediatric primary care clinics, 24-hour Emergency department, specialty clinics, clinical services, wellness and prevention services, veterinary care, and environmental health services. SAMMC is the only MEDCOM Level I trauma center in the United States, and is part of the Southern Regional Medical Command.
The NICU provides newborn health care and neonatal intensive care services to DoD beneficiaries while maintaining military readiness, education & training, and conducting research. A 26 bed State-of-the-art Level III NICU provides family-centered, compassionate neonatal care. BAMC’s NICU functions as a premier training center for NICU nurse residents as well as a top 10% of nationally ranked neonatal-perinatal medicine training programs. Accolades include the only ECMO center in the world performing global-range ECMO transport and one of the first neonatal centers in south-central Texas and in DoD, to pioneer therapeutic hypothermia for neonatal encephalopathy.
The San Antonio Uniformed Services Health Education Consortium (SAUSHEC) GME program supports a joint (Army, Air Force, and Navy) Neonatal-Perinatal Fellowship whose goal is to prepare pediatricians to function as clinical neonatologists with skills in the care of high-risk infants and consultative knowledge in high-risk obstetrics. The facility provides clinical and laboratory research experience which enables graduates to carry on independent research. Joint Lackland Air Force Base and Brooke Army Medical Centers have multiple large clinical investigation facilities. A full complement of laboratory space (including hyperbaric chambers), personnel, equipment, veterinary services, statistical services and research design support are available. Additionally, University of Texas San Antonio and Trinity University have a vast array of clinical and basic science research efforts available to fellows locally. The fellowship has a 100% American Board of Pediatrics (Sub-board in Neonatal-Perinatal Medicine) board pass rate.

Madigan Army Medical Center (MAMC):
MAMC is a 205 bed general medical and surgical hospital located in Tacoma, WA. MAMC provides care to eligible military beneficiaries within a 23-state area. The Madigan Birth Center provides normal and high-risk antepartum, intrapartum, postpartum and newborn care for the departments of Obstetrics and Gynecology, Family Medicine, and Newborn Medicine. MAMC averages 180 deliveries a month and has a 20 bed NICU dedicated to providing quality health care to neonates ranging from extremely premature to normal newborn.

Naval Medical Center San Diego (NMCSD):
NMCSD is a 32 bed level III unit, with an average daily census of 20-25 infants. NMCSD provides full support for critically ill infants ranging from 23 weeks gestational age to full term. It has advanced ventilator capability and provides the highest and most sophisticated care available. NMCSD has an active Maternal-Fetal Medicine department, and acts as a referral resource for complicated pregnancies and complex neonatal cases from all regional Military Treatment Facilities as well as overseas military hospitals in Guam, Okinawa and Japan.
NMCSD has a full component of pediatric subspecialists including: Cardiology, Pulmonology, Gastroenterology, Endocrine, Neurology, Genetics/Metabolic, Infectious Disease, Hematology/Oncology, Nephrology, and Developmental Pediatrics. Additional comprehensive surgical services including: General Pediatric Surgery, Pediatric Neurosurgery, Pediatric Ophthalmology (including ROP laser surgery capability), Pediatric ENT, Pediatric Urology, and Pediatric Orthopedics.
NMCSD has a fully accredited pediatric residency training program, and the NICU is heavily involved with resident teaching. NMCSD is committed to maintaining an academic environment that ensures we provide the most up-to-date care based on current literature and collaborative reviews of our current practice.
The NICU is staffed by an in-house, board certified neonatologist 24 hours a day. The remainder of the care team includes neonatal nurse practitioners, pediatrics residents, a strong cadre of experienced neonatal nurses and respiratory therapists, social workers, a dedicated NICU pharmacist, and lactation support.

Tripler Army Medical Center (TAMC):
TAMC is a 450 bed tertiary care facility located in Honolulu and represents the principle military referral center for the entire Pacific Basin. TAMC provides obstetrical care for the large military population on the island of Oahu as well as referral care for military and civilian patients from the Pacific islands and Asia. With 3000 deliveries a year, TAMC has the largest delivery service of any DoD Neonatal/Perinatal training program. Newborn facilities include a combined mother-baby unit, as well as a 16 bed NICU which admits approximately 300 infants annually.
The University of Hawaii Neonatal-Perinatal Fellowship Program is a unique cooperative training program between Tripler Army Medical Center and Kapiolani Medical Center sponsored by the United States Army and the University of Hawaii. This arrangement allows trainees to gain experience working with clinicians and researchers with many areas of expertise at several facilities. The net result is a well-rounded curriculum designed to produce neonatologists with solid clinical skills and basic research abilities who are able to function in both military and civilian settings.

COMPRA: The Conference on Military Perinatal Research (at Aspen):
The Conference on Military Perinatal Research (at Aspen) has been in place since the 1970’s thanks to the dedication of many individuals over the years. This conference has traditionally offered a forum for the presentation of neonatal-perinatal research by both young and established physician scientists currently serving in or affiliated with the military. Thanks again this year to the continued generous support of Mead Johnson Nutrition (MJN) and the AAP Uniformed Services Section, the 38th annual COMPRA occurred at the Grand Hyatt, San Antonio.
Twelve military affiliated fellows and staff were selected with travel expenses provided to present their research and quality projects in front of their current and future colleagues.
